Children with Disabilities Head Count Transfer System

The Allotments Section will restore access to the Children with Disabilities Head Count Transfer System to enter transfer students for FY 16-17 on August 16, 2016. The transfers are to be entered in the system by the 10th of the month following the month the child enrolled in your LEA or Charter School. Students must be counted on the Dec 1, 2015 Child count for Federal Funds and the April 1, 2016 Child count for State funds to be eligible for a transfer of funds. No transfers will be made for students enrolling in your LEA or Charter School after the first 60 days of school. Please visit the Allotment Policy Manual for additional information at .

The system is accessed using your NCID. The Allotments Section does not handle NCID issues. Please contact your LEA NCID Administrator or Charter School NCID Administrator. Only those listed as CECAS contact can have access to the system as a CECAS data manager. The CECAS contact for your LEA can be found at If your CECAS contact needs to be updated please contact your CECAS Regional Trainer. If you do not know what region your LEA is in, you can look at the Region Map found When access is requested, the person listed as the CECAS contact will be given access to enter transfers. If you do not have a CECAS contact person listed or the contact is incorrect, please contact your CECAS Regional Trainer to update the list. Fiscal Officers, Superintendents and staff of the Fiscal Officer with Fiscal Officer approval will be granted access to view the transfers.
